1. Overview of Domestic Return Voting
If a person registered in the overseas voter list does not vote at an overseas polling station, he/she should report to the district/city/county election commission that has jurisdiction over the address or final address (for those who do not have a final address, the base of registration) within the period of from 8 days before the election day to the election day. After reporting, he/she can vote at the polling station designated by the competent Gu/Si/Gun National Election Commission (Article 218-16(3) of the Act).
※ Overseas absentees and overseas voters cannot vote early at polling stations under Article 148 of the Act.
2. Reporting Domestic Return Vote
a. Who to report
○ Overseas voters and overseas absentees who have not voted at the overseas voting station.
b. How to report
1) Reporting period : 8 days before the election day to the end of voting hours
2) Required document: report of return voting
※ Overseas voters must present the “original document of proof for nationality verification” announced by the official in charge of overseas voting management

3. Voting Method
a. Where to vote
○ Overseas absentees: polling station installed within the address jurisdiction
○ Overseas voters: polling station designated by the competent Gu/Si/Gun Election Commission
b. How to vote
○ Domestic returning voters must present their proof of identification at the voter register counter and receive a ballot paper
